	h MKSK to update the Downtown Toledo Master Plan. The updated plan takes n
	ote of the accomplishments of the previous planning process\, catalogs mom
	entum and development that is underway\, demonstrates the economic activit
	y and data that show the investment potential for downtown businesses\, an
	d further recommends catalytic projects that will continue the growth of D
	owntown Toledo. The Master Plan update was presented at ConnecToledo’s 
	Annual Meeting in November of 2023 and can be found here.\n	\n\n	\n		The 
	public was invited to participate via public meetings with various neighbo
	rhood organizations\, as well as opportunities to share thoughts and ideas
	 via the ConnecToledo website and Downtown Toledo social media presence. O
	ver 900 people participated from the public\, 700 surveys were collected\,
	 and more than 1000 ideas were shared from the public via the interactive 
	map and ideas wall. Nine focus groups and 44 stakeholders were also interv
	iewed as part of the public input process. ConnecToledo has always valued 
	public participation and has always strived to collaborate with all of dow
	ntown Toledo’s stakeholders.\n	\n\n	\n		Progress is continuing in downto
	wn Toledo. The plan shows continued strength in visitation and residential
	 demand in downtown. Many substantial projects such as the renovation of t
	he Glass City Convention Center\, the implementation of the Glass City Met
	ropark and the Glass City Riverwalk\, and future development at the Four C
	orners buildings have only just begun to attract even more visitation and 
	residents. Momentum remains strong in downtown Toledo\, and the future rem
	ains bright. The public is still welcome and encouraged to engage with the
	 planning process at the below “Ideas Wall” and “Interactive Map”.

	operating and capital budgets this morning as required by the city charter

	ew and see the full schedule of proposed budget hearings.\n\n\n\n	Below 
	is the content of the Mayor's letter which accompanied the proposal.\n\n	
	 \n\n\n\n\n	\n\n	Honorable Council President Carrie Hartman and Members o
	f Toledo City Council:\n\n\n\n	I am pleased to present for your review and
	 consideration the proposed 2025 operating and capital budgets for the C
	ity of Toledo. These balanced budgets reflect the transition away from the
	 federal ARP dollars that supplemented our efforts over the previous 3 yea
	rs while still maintaining our shared commitment to providing excellent c
	ity services\, especially in the area of public safety.\n\n\n\n	Notably\, 
	these budgets make important investments in our police and fire departmen
	ts\, both in terms of personnel and capital needs. They also continue our 
	commitment to youth programming\, economic development\, road resurfacing 
	and neighborhood revitalization – even as we project a still-healthy bu
	dget stabilization fund at the end of 2025 that prepares us for the possi
	bility of more difficult days ahead.\n\n\n\n	The 2025 proposed budget incl
	udes a general fund budget of approximately $365 million\, a capital fund 
	budget of $81.4 million\, and a roads budget of $27 million. We have propo
	sed a capital improvement to general fund transfer of $24 million and an a
	cross-the-board 4% wage increase for our employees.\n\n\n\n	The City’s f
	inancial health is strong\, as was demonstrated by our recent bond rating
	 incease – the first such increase in 14 years. The lower interest and 
	bond rates that result from this upgrade will only help our financial sust
	ainability in the years to come.\n\n\n\n	Our budget has also been enhanced
	 by the truly historic amount of grant money we have received from vario
	us state and federal sources. In the past two years\, the city has been aw
	arded approximately $150 million in grant money to supplement the city
	’s budget and allow us to continue making transformative investments in 
	infrastructure projects.\n\n\n\n	The next year will see some of these larg
	e-scale grant-funded projects begin to take shape. Thanks to the $6 millio
	n RE-TREE Toledo grant\, the first of 10\,000 new trees over five years 
	will be planted in Spring 2025. We will also see a complete overhaul of S
	avage Park and the opening of a brand new Wayman Palmer YMCA in 2025\, 
	both projects that will make much-needed improvements to neighborhoods in 
	the core of our city.\n\n\n\n	This year’s budget reflects our ongoing co
	mmitment to our strategic priorities\, which include improving neighborhoo
	d safety\, enhancing neighborhood quality\, and improving operational effi
	ciency and basic service delivery.\n\n\n\n	The 2025 budget prioritizes:\n\
	n\n\n	\n		Ongoing commitment to grow the size of our safety forces\, which
	 includes a new police class of 30 officers and a new fire class of 20 fir
	efighters.\n	\n	\n		Continued investment in neighborhoods\, parks\, youth 
	programming and economic development\, including the reauthorization of th
	e successful White Box program.\n	\n	\n		Enhancing administrative processe
	s and interdepartmental collaboration to continue providing efficient and 
	excellent customer service to residents.\n	\n	\n		Repairing a record-setti
	ng amount of roads\, which includes more than 100 residential roads and 42
	.64 lane miles.\n	\n	\n		Ongoing commitment to water infrastructure as we 
	begin Tier 1 of the 15-year\, $627 million Bay View Wastewater facility im
	provements.\n	\n\n\n\n	I am proud of all that we have accomplished togethe
	r in 2024. I believe that the 2025 budget sets us up for success for the c
	oming year and maintains our financial integrity without compromising on o
	ur most important goals.\n\n

	do crews will continue collecting leaves the week of November 18th in zip
	 codes 43607\, 43605\, and 43612.\n\n	\n\n	We ask residents to get their 
	leaves to the curb as soon as possible. City crews will be working seven d
	ays a week\, with the exception of Thursday\, November 28\, in observance 
	of Thanksgiving.\n\n	\n\n	A variety of methods will be used to inform resi
	dents when leaf collection will occur in each neighborhood. The city will 
	announce to the media each Friday where crews will be working the followin
	g week and the week after\, giving residents ample time to rake leaves to 
	the curb and ensure cars are off the street.\n\n	\n\n	There are several wa
	ys to determine when crews will be on your street:\n\n\n\n	\n		For a full

	 for Toledo Text Alerts to be notified when leaf collection crews will b
	e in your neighborhood and of any changes in plans. Toledo Text Alerts wil

	leaf collection map on the city website for information specific to your a

	ake or blow leaves just over the curb\, as close as possible to their leaf
	 collection date. Do not place leaves in the street weeks ahead of time\, 
	as that will clog sewers and cause flooding. Consider mulching leaves at h
	ome.\n	\n	City crews will not be able to return to an area once collection
	 is complete unless it is a second pass area\, and crews will return accor
	ding to the schedule. If you miss collection\, do not place leaves in the
	 street. At that point\, your options are to:\n\n\n\n	\n		Compost the leav
	es.\n	\n	\n		Take the leaves to one of five drop-off locations available f
	or free disposal.\n	\n	\n		Dispose of leaves in your gray trash container.
